This occasion is particularly significant because it coincides with extensive constitutional and institutional transformation in the country.
This spring, a national referendum adopted a new Constitution. The new Constitution introduced a revised framework for public administration, reinforced constitutional guarantees for human rights and freedoms, and designated the development of human capital, education, science, and innovation as strategic priorities for the state.
The concept of a "hearing state" is evolving from a policy principle into established practice in the daily operations of government institutions - as shown by their ability to hear society's demands, respond in a timely manner, and strengthen feedback mechanisms.
It is now essential to ensure the continuity of these processes and to provide them with concrete substance. These issues are expected to be addressed in the Head of State’s Address on October 28.
I congratulate all the people of Kazakhstan on Republic Day. I wish our country peace, stability, sustainable development, and new achievements. I also wish every family health, well-being and confidence in the future.
