Presidential Center to Host Expert Meeting on the 30th Anniversary of Kazakhstan’s Constitution

On August 26 at 10:00 a.m., the Presidential Centre of the DPA RK will host an expert meeting entitled "30 Years of the Constitution of the Republic of Kazakhstan: A Strong State, a Free Society, Responsible Citizens." The event aims to provide expert insight into the evolution of Kazakhstan’s constitutional framework and civic participation, raise legal awareness through dialogue about the Constitution’s role, and inspire greater engagement from youth and the public in shaping a modern constitutional culture.

The meeting will bring participants together to reflect on the Constitution’s role as the fundamental law shaping Kazakhstan’s development, assess pressing challenges, and outline strategies for advancing the constitutional and legal framework amid today’s realities.

The key topics of discussion will be: the historical role of the 1995 Constitution: achievements and lessons learned over 30 years; the 2022 constitutional reform and constitutional modernisation; citizens' rights and freedoms: implementation and challenges; Kazakhstan's position in the Global Rule of Law Index and its improvement within the framework of the National Development Plan of the Republic of Kazakhstan until 2029; the role of civil society and political parties in the constitutional process.

Among the speakers are Serik Sydykov, Deputy Director of the Presidential Center (DPA RK); Natalya Pan, Director of the Institute of Parliamentarism (DPA RK); Aidarbek Khozhanazarov, head of the Respublica Party; Sergey Konovalov, Director of the Institute of Contemporary Politics; and Serik Akylbay, Chair of the Kazakhstan Union of Lawyers.

The discussion will also feature representatives of the Senate of the Parliament of the Republic of Kazakhstan, the Constitutional Court, the Ministry of Culture and Information, MNU University, civil society, and human rights organizations.

A resolution will be prepared based on the meeting's outcomes.
