
Thirty-four years ago, precisely on this day, a fateful document for our people was adopted - the Declaration of State Sovereignty of the Kazakh SSR, which laid the foundation of the Republic of Kazakhstan. Consider this: at that time, Kazakhstan was part of the USSR as one of its union republics, yet the Declaration established all the attributes of true sovereignty: its territory and citizenship, independence and completeness of state power, a state budget, autonomy in international relations, state symbols, and more. Nearly all of its provisions were later reflected in the Constitutional Law on Independence of December 16, 1991, and in the Constitution of our country.
The work on this historic document took 5-6 months. Initially, four drafts were developed, and the final version of the Declaration of Sovereignty was presented on October 25, 1990, at the session of the XII convocation of the Supreme Soviet of the Kazakh SSR. Deputies scrupulously analysed each article. Although the document consisted of only 17 points, its discussion lasted over 6 hours. Ultimately, out of 360 parliamentarians, 261 supported the document, 18 voted against it, and two abstained. This is how our independence began!
