I extend my congratulations on the state holiday – Constitution Day of the Republic of Kazakhstan!
Our country is at a new stage of its development, and collectively we are creating a "Fair Kazakhstan," with the amended Constitution serving as the solid basis following the national referendum. The expansion of citizen participation rights, the reinforcement of civil rights protection, the expansion of the role of Parliament, and the shift from a super-presidential to a presidential republic were all made possible by these changes.
The initial phase of the constitutional reform has already been completed: the Constitutional Court has been re-established and is fully functioning, whose decisions cannot be challenged even by the Head of State; the procedure for registration of parties has been simplified; elections of deputies to the Mazhilisand maslikhats at all levels have been held under new rules; direct elections of akims of villages and cities of district significance have been held for the first time; the National Kurultai has been held; the permissive system of rallies has been replaced by a notification system, the first targeted savings under the “National Fund for Children” program have already been deposited into children's accounts, direct investments in the economic sphere have increased, their volume amounted to more than 41 billion US dollars, and the amount of illegally obtained assets returned to the country exceeded 1 trillion tenge.
Though making the modifications will undoubtedly take some time, the first step has been taken. The outcome of these significant changes now solely rests with us.
On this festive day, let me wish you and your families happiness and health, peace and goodness, success and prosperity, and realization of all plans! Prosperity to our Motherland - the Republic of Kazakhstan! Together we will make our lives better!
