A round table meeting was held at the Presidential Center of the Republic of Kazakhstan on the topic "Current problems of labor law. Labor rights and their protection: law and practice" with the participation of Deputies of Parliament, Kazakh and foreign scientists, as well as experts in the field of labor law.
To discuss and elaborate on the provisions of the draft law of the Republic of Kazakhstan "On introducing amendments and additions to some legislative acts of the Republic of Kazakhstan on improving labor legislation," the Presidential Center of the Republic of Kazakhstan and the Institute of Parliamentarism organized the event.
"The sphere of labor relations covers several key areas that are important for the effective functioning of any workforce. This is workplace safety, which encompasses the avoidance of illnesses and injuries sustained at work. Additionally crucial is a social partnership, which entails communication between the government, businesses, and laborers. It is also important to emphasize people management, which is concerned with hiring, developing, and training employees. In conclusion, legal labor relations regulation guarantees adherence to labor and social partnership laws, as stated by Kanatbek Safinov, the Director of the Kazakhstani Republic's Institute of Parliamentarism.
"Human labor rights must be protected, as the Head of State stated, and any associated concerns must be settled at the negotiation table rather than in public squares and streets. Regarding this, it gives me great pleasure to welcome you to the Presidential Center, an open forum for discussion where professionals from both domestic and international backgrounds may address current issues with labor laws in Kazakhstan. "I do not doubt that today's joint round table meeting will be productive," stated Serik Sydykov, Deputy Director of the Presidential Center of the Republic of Kazakhstan.
Amanzhol Nurmagambetov, a member of the Constitutional Court of the Republic of Kazakhstan’s Scientific Advisory Council, expressed his viewpoint. He stressed that more work needs to be done to update the Kazakhstani Labor Code. This can be achieved by adding to and modifying the current document, or by creating and approving a new Labor Code. The speaker contends that the second choice is better since it will account for the reality of the contemporary labor market, which includes new specializations, occupations, and types of partnerships.
In turn, the deputy Chairman of the Federation of Trade Unions of the Republic of Kazakhstan, Mukhtar Tinikeev, advocated that wage indexation be legally enshrined in the Labor Code since now this is only a reference norm for a collective agreement. In his opinion, it is also necessary to increase the amount of the penalty paid by the employer in case of delayed wages and, in general, to strengthen liability for late payments.
